Ministry and institutional level
Strengthening human resource capacities of the Ministries and their subordinate institutions to implement their reform agendas and to meet their obligations with respect to the implementation of the Association Agreement.
Supporting the European Delegation, the beneficiary ministries and other key stake-holders to coordinate, monitor and evaluate the employment and vocational education and training sector reform contract.
Support the promotion of labour market and vocational education and training reform programmes and to enhance communication capacities of the MoES and the MoLHSA.
EU Technical Assistance to VET and Employment Reforms in Georgia
Main Objective and Expected Results
The Government of Georgia is currently implementing the Education Development Strategy for 2012-2020 and the Labour Market Formation Strategy and Implementation Action Plan 2015-2018 - supported by a corresponding EU Sector Reform Contract. The new Vocational Education and Training Strategy when coupled with the Labour Market Strategy will take forward previous strategic efforts for creation of extended employment and training opportunities. In this context the new employment and training strategies are the basis for the current EU Project: Technical Assistance to VET and Employment Reforms in Georgia.
2. Objective of the VET and Employment Reforms Project
The overall objective of the project:
To contribute to poverty reduction and enhance social cohesion through the introduction of measures designed to ensure synergy between the demands of the labour market and the skills and qualifications offered by the vocational education and training system.
3. The purposes (specific objectives) of the Project are:
- To strengthen the institutional and technical capacities of the Ministry of Education and Science and the Ministry of Labour, Health and Social Affairs to develop, manage, and monitor their respective sector policies;
- To strengthen the human resource capacities of the Ministry of Education and Science and the Ministry of Labour, Health and Social Affairs and their subordinate institutions to implement their respective reform agendas and to meet their obligations with respect to the implementation of the Association Agreement;
- To support the European Delegation, the beneficiary Ministries and other key stakeholders to coordinate, monitor and evaluate the Employment and Vocational Education and Training Sector Reform Contract;
- To strengthen the Ministry of Education and Science and the Ministry of Labour, Health and Social Affairs’ capacities to promote the labour market and vocational education and training reform programmes and to enhance their communications capacities
”Better Skills for Better Jobs is the motto of the 2,7 million Euro technical assistance project that was officially launched on 5th of March 2015. The EUVEGE project is financed by the people of the European Union to support the people of Georgia in poverty reduction and social cohesion.
The EU-project works together with the Ministry of Education and Science and the Ministry of Labour, Health and Social Affairs and various Donors. Both ministries are currently implementing challenging reforms in their sectors; one is the Education Development Strategy for 2012-2020 and its corresponding Action Plans, the other the Labour Market Formation Strategy and Implementation Action Plan 2015-2018.
The EUVEGE-project provides technical assistance and support in skills development and in managing and monitoring policies, evaluation of reform activities and human resources management. The reforms are implemented by the Ministries and we support them in reaching the best results, says the project’s Team Leader Wulf Schmieder, who is working for 20 years in international projects as consultant and with an excellent reputation as labour market expert.
His colleague and Deputy, Oliver Deasy, is responsible for project activities in the VET sector - which is vocational education and training. He sees one of the main challenges in developing a kind of synergy between the demands of the labour market and the skills and qualifications offered by the vocational education and training system. „We must develop and improve the VET system so that the graduates can immediately find a job, because they have the skills and knowledge employers seek.
“Deasy who is a VET expert with decades of international experience sees another challenge in the public perception: In Georgia the reputation of VET is poor. We hope that the improvements will be so clear and visible that the young people, pupils in their last year at school and young unemployed or under-qualified persons will see their chances for a better livelihood through acquired skills and knowledge, which can give them better chances than university graduates to find a job, to earn money“, Mr. Deasy says.
The EUVEGE project started to work in November 2014 with the so called inception phase, which was used for analysing the situation and developing a good working climate with both ministries. Now we are ready with our plan and can start to work in partnership with the Ministries and stakeholder says team-leader Wulf Schmieder, and he continues: We are looking forward to work here in Tbilisi and the rest of the country. What I saw so far from our Georgian counterparts there is a lot of commitment and openness, all know the urgency for improvements for the sake of the people in the labour market for developing their skills and find the jobs they deserve“.
